Up to 10 Days?

In this day and age of near instant communication with anyone anywhere in the world, tell me how the following statement could be true?

Your e-mail preferences for myotheremailaddress@yahoo.com have been successfully submitted. Please note, it will take up to 10 days for your request to become active.

How is that I can nearly immediately start receiving spam from a brand new e-mail address posted on the web, yet it takes a legitimate commercial, business enterprise “up to 10 days” to remove my address from their system. WHAT? Have they got it written down on a postcard and filed away down in the basement?

I guess it’s kind of similar on why you have to schedule the cable guy and wait at home in a 6 hour window of time for him to install your service (even for existing wired homes). Yet, they can turn it off in an instant!
